The Shelby County Children's Advocacy Center, located in Center, Texas, is looking for a full-time Financial Manager. This individual will assist in the development and oversight of financial operations, grant management, and program policies, and will perform bookkeeping and payroll tasks. Minimum qualifications include proficiency in Microsoft Excel, proficiency in QuickBooks, professional research and writing skills, and the ability to manage multiple deadlines and budgets simultaneously. A bachelor's degree in accounting or related field is preferred. Pay range is dependent on experience and qualifications.
Primary responsibilities include:
- Develop and review program policies and procedures to ensure adherence to all state and federal standards, regulations, and ethical codes, including review of relevant staff licensures, trainings, and professional insurance.
- Track budget and expenditures for all program services.
- Write grant proposals/applications, review with Executive Director and board members as needed.
- Track grant application timelines to ensure timely submission.
- Assist with annual organizational budget planning and development.
- Create monthly cost allocation plan based on FTE method for utilization in monthly reimbursement requests.
- Complete monthly requests for reimbursement for individual grants.
- Reconcile QuickBooks and RFRs monthly.
- Track monthly spenddown of individual grants and overall budget.
- Create budget modifications as needed.
- Complete annual risk assessment and remediation plan.
- Assist with biannual site visit preparation, including maintaining, gathering, organizing, and submitting required documents.
- Assist with quarterly grant reports.
- Provide documents and information to auditor as requested for annual audit.
- Perform general bookkeeping duties, including accounts receivable and accounts payable.
- Process payroll and file tax forms.
- Generate accounting reports as requested by the Executive Director.
- Communicate with vendors to ensure optimum value in purchases and services acquired by the Center.
- Order and inventory office supplies and equipment, and maintain electronic inventory with all purchase details required by TxGMS.
- Provide clerical support to the Executive Director.
- Other duties as assigned.
